2016-10-26 We discussed this with them in the early meetings. May-2016 NEC - 70 pages 40 and 41 reference 110.26.E.1  Dedicated Equipment Space It references the area above electrical panels and equipment,    Location of fire sprinkler piping above electrical panels is addressed by this section (E). I read this as determining that the dedicated space above the panels is 6'-0 above the top of the panel. Therefore no equipment, Mechanical, Piping etc. is to be installed within the 6'-0 space.   If equipment or piping is greater than 6'-0 above, then ..     it is outside of the dedicated space and is acceptable above the electrical equipment. If the local requires cover over the panels then that would be sheet/pan metal workers to do that. That would be they/the client wanting extra protection, and as such incur additional costs. Do you have the inspectors name, and get the paperwork he issues if you can please. Our continuous pipework (No joints, Couplings or Heads) is outside the dedicated space, alluded to in the NEC Code attached.
