Some projects we may be working on in 
Salt Lake proper may be producing on a Temporary Occupancy. 

The rules are different for tenant improvements and ground-up/tilt-up buildings.

Occupancy isn’t awarded to a tenant improvement.
Certificates of completion are however,
   but even this comes from the architect and not the city. 

I think once you have your bus. License you are good
 because the fire marshal won’t pass that off until the permits are closed. 
This would be the last step.
